Traffic shaping policy vs security policy

Hi, 

Let's say if we have two security policy  like below 

1) policy1 -

source 192.168.1.0/24 

destination all 

service all 

1) policy2 -

source 192.168.2.0/24 

destination all 

service all

can   i create  one traffic shaping policy for both subnet 

like below 

source all

Destination all

service all 

shared shaper :high
