Log into the fgt GUI and click on your login icon (top right corner) then scroll down to Configuration and choose Backup.

Save an unencrypted copy of the config to your hard drive.

Load this file into wordpad then hit <enter> a few times then backspace back a few time (same # keystrokes as enter)

Save the file.  Wordpad will automatically add the line feed code to the end of each line.

edit: I suppose other text editors have the ability to append the linefeed code to each line, but I found using wordpad to be easier on windows-based PCs.

exec backup... does that on cli as you asked for DOS Mode :)
    https://help.fortinet.com/fadc/4-4-0/cli/Content/FortiADC/cli-ref/execute_backup_.htm

You can also obtain a backup config file via scp if you enable adminscp on cli.

I believe he wanted the output in DOS mode, not the command line equivalent to start one off.

If the auditors cannot see through the backup file, you could dumb it down with one of my scripts: http://fortinet.camerabob.com:5190/config.cgi. This will take the Fortinet script and 'dumb it down' to a more readable form. This only applies to the policy sets though.
