I encountered the same problem. At that tike TAC was kind enough to give me a hint for what's going on although my stand-alone FortiClient without licenses is not supported by them. Antivirus between FortiClient and a local AV software are likely interfering each other. I re-installed the FortiClient without Antivirus to be able to backup/restore config file.
