teamviewer access setup -> only access teamviewer if user activate forticlient VPN

I need your assistance to setup from scratch in VPN rules for the following setup of my current company of users that they only can use teamviewer if they activate the Forticlient VPN itself.

2nd, in the security profiles -> application control, do i just set the callReceive to block while Callrequest to monitor
