Port Forwarding on secondary Firewall

Hi All,   Please see attachment for network setup ;) I Have 2 Fortigate's 60D (each in a datacenter and connected via VLAN interlink) How can i create a VIP and (policy Based) route so that I can reach the webserver from IP Address 3.3.3.3   Thanks!!

Source: 3.3.3.3 Destination: 172.17.0.3 Outgoing interface: Port connected with switch  Gateway address: 172.17.0.1
