How to configure web filtering on NGFW Mode Policy Based

I tried to configure web filtering on fortigate vm used NGFW Policy-Based (Evaluation License)  but i don't see about web filtering on NGFW Policy-Base 
such as  i want to block www.testweb.com   what should i do for block this website  
Other  : Fortigate VM  OS 6.0.1
            NGFW Mode : Policy-Based

    I'm also new to this flow inspection/NGFW mode with 5.6 and learning. Looks like with policy-based mode only category filtering is available. You can set up Web Rating Overrides with a new custom category like "blacklist" then define the site you want to block. And then choose blacklist at the bottom of "Select Entries" slide-out menu on the right.
    I'm not sure if this works in case you don't have FortiGuard subscription. If that's the case you might need to use profile-based then have an option for Static URL Filtering.
