Web address blocked as "unrated" but is in a "custom category"

My Fortigate 80E blocks a couple of websites that officially are "unrated" because unrated address are blocked in my policy, but I've added all those addresses to a custom category that instead is allowed in that policy. Why does the system not consider the right category?    This problem is appeared with new FortiOs 6.0.

Did it work as you expect with 5.6.x? Then likely a bug with 6.0. Please open a ticket with TAC.

Yes, previously custom categories worked.

I'm sorry, what's TAC?
