Change Interface config, config status changes to "conflict"

Fortimanager 5.6.2

Fortigate FG-61E running 5.6.3

I import the FGT into FMG with no problems. install policy with no problem. Config status is "synchronized" and policy package status is a green check mark. All looks good. Via FMG, I edit the interface on the FG-61E and I remove an interface from the HW switch, click okay and push the device config up to the FGT-61E. Install fails and config status changes to "conflict". 

I log into the FGT and see that the interface has been remove from the HW switch. I refresh the device and no change. 

I delete the device from FMG and re-add it. and interfaces are detected correctly

Has anyone else seen this and/or know a fix for this.
