Fortianalyzer send emails to external emails

I'm setting up a new foritianalzyer and sending emails to external email addresses doesn't work.  I can go to system and send a test email from the SMTP setup to external emails and they work fine.  If i set an external email in the event handler for an alert it will only send the email to internal email addresses.  Any ideas to get those to be sent externally?
