60C 3G Dongel

New to Fortigate and struggling a bit here, so any assistance will be appreciated.
I have the following:
FortiWifi 60C, Firmware v5.2.6,build711 (GA)
MTN 3G Modem, Huawei E3531s
Trying to get the system to dial on demand.
