custom network service for traffic shaping

Can I include customize network service for traffic shaping?

eg. i want to do traffic shaping for TCP port 13000 from my LAN to external party.

have i create normal network policy for this tcp port to go through, but i cannot create it under traffic shaping -> Application ?

will it work if I select it from Network Service since TCP port is under Service?
