Usage quota in combination with Traffic shaping policy

Hi

I am wondering, whether there is an option to use traffic shaper in combination with Category usage quota?

What I mean: We have a few FortiGates 100D and 60D etc. I want to configure users to have like 1GB full bandwidth of download speed and after that limit the bandwidth using Traffic Shaper. Is there an option in the IPv4 policy to configure one policy with Category usage quota and right after that one one that has instead of the quota a traffic shaper or trigger the traffic shaper when the quota is exceeded or some other solution?
