FortiGate 100D v5.4.4 WAN Load Balance configuration

Dears Support Team Please Help me about  ECMP & WAN Load Balance configuration My Product Model:  FortiGate 100D  Firmware Version: v5.4.4,build1117 (GA) [Update] i have 3 Wan connection 1=8 Mbps  2=4 Mbps 3=2 Mbps i configure Wan load balance maximum download speed can i get  is 10 Mbps i need to use all bandwidth in download = 14 Mbps

how can i use maximum speed of all  3 Wan connection when i download file size 3 GB "use All 3 Wan connection  through download" how can i get maximum speed i have problem i have 3 wan connection =14 Mbps my users can not use this maximum bandwidth through download large files in past we working through juniper UTM we can use all  3 wan connection =14 Mbps through download large files "ECMP" and my speed test indicate we use 14 Mbps  I try use use weight based balancing 1, 1 and 1 on 3 wan connection to get maximum speed but not working is there any way to do this  my lan user in WAN Load Balance configuration download large files using all wan Line "Full bandwidth of all Wan connection"
