It' s the web portal of the SSL VPN. Just copy the IP or URL which you enter at the server address field in the client app into your browser, and a website should be displayed. After that log into this website with your VPN credentials, and then you should be able to download the tunnel plugin.
After installing restart the browser and try to login again, now there should be a connect button in the tunnel widget, click it and let me know if it works!

We were able to log into the web site with our credentials.
In the " Tunnel Mode" section, there is a connect button that doesn' t appear to do anything. In the details, it says " FortiClient SSLVPN Offline" . " Link status" is " down" , " bytes sent:" and " bytes received" are 0.

In the " Session Information" section, " time logged in" counts the time of our connection. We don' t see a place to download the tunnel plugin. Where do we download this?

I guess you didn' t remove the SSL VPN client before connecting to the web portal?

Please go to your Program/Features and first remove the Fortinet SSL-VPN client. After that, reopen the browser and try again to log into the web portal.

Yes, you are correct. We did not uninstall the SSL VPN Client. We went ahead and uninstalled it, and then connected to the website again. This gave us a download link for the SSL VPN Client, which we installed. Still, in the " Tunnel Mode" section, there is a connect button that doesn' t appear to do anything. In the details, it says " FortiClient SSLVPN Offline" . " Link status" is " down" , " bytes sent:" and " bytes received" are 0.

Hey guys,

i just spent some time to solve this problem.

Here is my solution (no work-around):


Internet Options-> Connections -> " fortissl" -> Settings -> Dial-Up Settings -> If there is more than one device just check the right one (ISDN PPPoP WAN Adapter).


Worked on all clients I tested. Hope that helps!

If we go into IE settings under " Internet Options-> Connections -> " fortissl" -> Settings ->" , in the " DialUp Settings" section, there was a username, password and domain field (all blank). If we click the properties button on the " General" tab, the box titled " Connect using:" has this: " Modem Removed- Unavailable device ()" . We are not quite sure where you are seeing more than one devices listed.

If you see this you have to delete the fortissl Connection and go to Programs and Features, select FortiClient and click on repair.

Once we delete " fortissl" and run a repair, the red " modem Removed- Unavailable device ()" returns, and is the only item listed.

Read the release notes. Last time I checked, IE11 is not officially supported using the web install of the SSL VPN client. I would download and install the stand alone (older) SSL VPN client.

I would like to reiterate: we were provided the SSL VPN Client from a third party software company, so we are unaware of any release notes. We are trying to get FortiNet VPN running on Windows Server 2012 R2, which comes with Internet Explorer 11 as the base version of the browser. We don' t believe it is possible to downgrade from this base version. We are running version 4.0.2294 of the 64bit SSL VPN (Only) client.

I would say the 3rd party company should support you.
You can also try using a newer version (5.2) of the FortiClient. You can find it here: http://forticlient.com/

What FW level is your FGT running?

As a test, try to connect to 96.232.132.175. user & pass are ' test' , lower case. That' s a test unit I have running 4.3.15. See if you get past the hump. If you do, check your FW config.

We preformed this test connection and, unfortunately, still weren' t able to get past " Status: Connecting...(98)" .

We also tried the full version of the fortient client (version 5.2.0.0591) and had the same issue stalling at 98%. We don' t have any access to the serverside/gateway to find out what version of firmware is running. Yes, we thought also that the third party company SHOULD support us, but they have extremely unhelpful. Than you so much for taking the time to help us troubleshoot this!

Which OS are you running?
Did you unselect IPv6 for the local and the VPN interface?
Are you running a local firewall?

We are running Windows Server 2012 R2 (64 bit). Yes, we unselected IPV6 for the LAN connection and it was already unselected for the VPN connection. Yes, we are running the Windows firewall, but if we disable it, the VPN client still hangs at 98%. We mentioned this before, but when we look at the " fortissl" network connection, it displays " Unavailable - device missing" .

Yes, this issue still persists for connecting from a Windows Server 2012 R2 x64 machine. I am running a Fortigate 60D with Firmware V5.2.1 Build 0618 and FortiClient V5.2.1.0605.

This is a FortiClient issue as I can connect to the firewall from Windows 8.1 x64 using the same software.

This still persists after reporting this issue over a year ago. Windows Server 10 is now in technical preview and still no resolution to this issue. It is very disappointing since I own several Fortinet units.

I also had encountered that problem many times. My solution for this problem and somehow it always works:
1. Remove SSL VPN client from computer
2. Restart computer
3. Install newest VPN SSL client software
4. Configure new connection 
5. Tick "Keep connection alive until manually stopped"
