Website becomes slow when using Protecting SSL Server

We have an internal server that's accessible from the public which previously uses certificate-inspection, we've been exploring the protecting ssl server option to harden the security for inbound access but it seems to be impacting the users with very slow loading times once we implement it

We have imported the SSL cert into the FW and have AV + IPS + WAF + Protecting SSL Server turned on for the policy

CPU capacity is around 10-15% when Protecting SSL Server is turned on which I dont think should cause the slowness

Any recommendations?

Do you feel slowness only for web server access or for all other traffic?
