Fortigate disconnect users after 10 minutes

I am using freeradius server with fortigate firewall to make AAA on users, the problem is fortigate send stop request to users after 10 minutes even if there is no session-timeout attributes defined to users and when I looking for stop cause , HOST-Request

I don't know how fortigate send stop to freeradius
