Forticlient SSL vpn missing from non-local admin

Hello, I have installed stock executable with ssl option logged in as administrative user. I set up the ipsec and ssl vpn connections and test successfully. However, when a normal user logs in to the PC and opens forticlient, the SSL connection is missing (the ipsec is still there) and I am not allowed to add any connections while logged in as that normal user. Can someone tell me what I' m doing wrong? Optimally, the ssl would stay so that installation and configuration can be done without the user present. Thank you in advance, CMC
