FortiFone-H25 phones not registering

Hi,

Running a FortiVoice Enterprise 1000E

IP: 172.16.8.1

Voice vlan 172.16.8.0/24 (Tag 8) Data vlan 172.16.1.0/24 (native)

Issue: Added H25 extenions in web interface with the phone Mac addresses but the phones will not register.

The phones plug into the switch and get an IP on the native VLAN (172.16.1.0/24) DHCP option 66 is set for IP 172.16.8.1

The phones sit there blinking the message light red and never register.

The phones do get an IP: I can see them sending a SIP subscribe in wireshark to multicast address 224.0.1.175

I also have deployed FortiFone-470i and FortiFone-670i's on the same network with no issue; The phones reach the PBX and then get the new config which tells them to jump onto VLAN 8 (even though they can still register from the 172.16.1.0/24 network.

I can manually set the H25 to register and they work fine but I've got a few to roll out so I need the auto provisioning to work.

Why don't the H25's work?
