though it is up from the firewall point of view and the route is still

Found the problem, Fortigate was making PPPoE connections from the same
dealer too fast and on the other end they didn't terminate
automatically, set IDT on all PPPoE to 10 sec and killed active sessions
at the ISP end and that has solved the problem...
