Hi I am looking to block SSL v2 traffic towards my dmz servers on the
Wan port on the fortigate. I would like to know whether a using the

The Best way to do it will be to use a Web filter with an SSL
inspection. Just using a web filter means that https traffic will pass
through. I am not sure if you can limit a user to 100mb, maybe others
can chime in
